Howard Russell “Rusty” Payne, Jr., age 63 of Shanks, WV passed away at home on Saturday, July 20, 2019.
He was the son of the late Howard Russell Payne, Sr. and Elizabeth Mae (Mullins) Payne. Rusty is also preceded in death by three brothers.
Rusty was born and raised in Charleston, WV moving to the Washington-Metro area when he was 16. He served his apprenticeship and became a Stationary Steam Engineer. In addition, he was a Building Engineer and a Building Contractor and held multiple licenses to conduct his trades. Rusty’s true passion was building and construction and prior to the move to West Virginia in 2005, that was his career. He also did a considerable amount of Mission work that took him to the far corners of the world as well as the USA. Related to those efforts, Rusty attended Bible College for 3 years.
Rusty and Marla married in 1991 and resided in Front Royal, VA. Their daughter, Jordan Leigh, was born in 2001. At a relatively early age, Rusty experienced several various medical issues that significantly impacted his life and what he was able to do. He still found pleasure in building, riding and playing with his motorcycles, camping (really it was more “glamping”), wildlife, and the outdoors. Many will remember Rusty in the last number of years as being Marla’s faithful delivery companion and could be found delivering Marla’s baked goods from one end of the county to the other. Rusty had a good heart and a friendly manner and he will be missed.
Friends will be received on Saturday, July 27th, 2019 from 1 to 2 PM at Shaffer Funeral Home in Romney where a brief Memorial Service will be held at 2 PM.
Interment will be private and at a later date. In lieu of flowers, contributions may be made to Shaffer’s to help offset final expenses.
